發展目標總覽 / Development Goals Overview：

115-117 年度校務發展計畫聚焦「培育無懼未來人才」、「發展優勢特色產研領域」、「強化國際移動全球鏈結」、「實踐社會責任與永續校園」與「打造人工智慧大學」等五大發展目標，並呼應永續發展目標 SDGs，且訂定執行 38 項策略，重點說明如圖下圖所示：

The University Development Plan for Academic Years 115-117 focuses on five core development goals: "Cultivating Future-Proof Talents," "Developing Domain Excellence in Industry-Academia Research," "Strengthening International Mobility & Global Linkages," "Practicing Social Responsibility & Sustainable Campus," and "Building an AI-Driven University." In alignment with the UN Sustainable Development Goals (SDGs), 38 key action strategies have been formulated, as illustrated below:

目標一、
培育無懼未來人才Goal 1:
Cultivating Future-Proof Talents

1.1 優化師資結構，營造多元共融校園文化Optimize faculty structure and foster a diverse, inclusive campus culture.
1.2 鼓勵教師多元發展，落實教師多元升等機制Encourage diverse faculty development and implement multi-track promotion mechanisms.
1.3 推動教師培力暨教學創新，提升學生學習熱忱Promote faculty empowerment and pedagogical innovation to boost student learning enthusiasm.
1.4 因應AI崛起，建立多元跨領域自主學習機制，學生因應未來變局In response to the rise of AI, establish diverse cross-disciplinary self-directed learning mechanisms to prepare students for future changes.
1.5 推動因趣導學，啟發自主學習潛能Promote interest-driven learning to inspire self-directed learning potential.
1.6 擴大通識課程深度與廣度，培養學生跨域探索能力Expand the depth and breadth of general education to cultivate students' cross-disciplinary exploration skills.

1.10 推動精準教育全哩路輔導措施，提供學生適性發展環境Advance precision education through full-journey counseling to provide adaptive development environments.
1.11 推動社會情緒學習，營造幸福校園Promote Social Emotional Learning (SEL) to create a well-being campus.
1.12 強化資源生與經濟不利學生輔導與獎助，增進職涯與適性發展輔導成效Enhance support and financial aid for students with special needs and economic disadvantages, improving career guidance outcomes.
1.13 強化原資中心運作機制，提升原住民族學生文化認同感並安定就學Strengthen the operation of the Indigenous Student Resource Center to enhance cultural identity and ensure enrollment stability.
1.14 洞察全球高教展趨勢，善用校務研究，完善辦學績效檢核與改善機制Gain insights into global higher education trends, utilize Institutional Research (IR), and optimize performance review and improvement mechanisms.

2.1 推動跨領域整合型研究，深化學術影響力Promote interdisciplinary integrated research to deepen academic impact.
2.2 鼓勵並獎勵學術研發，激勵師生研究創新Encourage and reward academic R&D to incentivize research innovation among faculty and students.
2.3 建立親產學校園環境，鼓勵師生參與產學合作Establish an industry-friendly campus environment and encourage faculty-student participation in industry-academia collaboration.
2.4 合縱各學院特色，培育智慧大健康產業人才Integrate the unique features of all colleges to cultivate talents for the smart healthcare industry.
2.5 拓展進修推廣教育，提升終身學習機會Expand continuing and extension education to enhance lifelong learning opportunities.
2.6 發展網路成癮防治與數位幸福，促進創新研究與社會實踐Develop internet addiction prevention and digital well-being, fostering innovative research and social practice.
2.7 推動量子計算與人工智慧技術開發，擴大產學研發與應用創新成果Promote the development of quantum computing and AI technologies to expand innovative outcomes in industry-academia R&D.
2.8 依託健康園區，結合精準健康與智慧醫療，研發大健康產業創新技術，建立智慧醫療大聯盟與全齡照護生態系Rely on the Health Park to combine precision health and smart medicine, research innovative technologies for the healthcare industry, and build a Smart Medical Alliance and all-age care ecosystem.
2.9 智慧半導體設計與永續製造研究中心推動跨國人才培育Drive multinational talent cultivation through the Intelligent Semiconductor Design and Sustainable Manufacturing Research Center.

目標三、
強化國際移動全球鏈結Goal 3:
Strengthening International Mobility & Global Linkages

3.1 營造多元雙語教與學環境，提升跨文化溝通與國際接軌能力Build a diverse bilingual teaching and learning environment to improve cross-cultural communication and global alignment.
3.2 提供EMI教學支援，深耕雙軌全英語授課學分/學位學程Provide EMI teaching support and deeply develop dual-track English-taught credit and degree programs.
3.3 持續招收國際生，積極提升國際生人數與素質Sustainably recruit international students, actively increasing their number and caliber.
3.4 配合政府新南向政策，積極開拓東南亞/南亞生源與資源Align with the government’s New Southbound Policy to actively expand enrollment sources and resources in Southeast and South Asia.
3.5 精進國際化行政支持系統，強化國際生文化適應及就業輔導Advance the international administrative support system, reinforcing cultural adaptation and career guidance for international students.
3.6 國際移動，全球鏈結Enhance international mobility and build global linkages.

實踐社會責任與永續校園Goal 4:

4.1 教學產研聚焦永續發展議題，擴大社會影響力Focus teaching and industry-academia research on sustainable development issues to broaden social impact.
4.2 強化校內外永續發展與社會責任實踐，帶動師生社會參與Strengthen the practice of sustainability and social responsibility on and off campus, driving social engagement among faculty and students.
4.3 管控校園能源使用效率，邁向碳排減量永續目標Manage campus energy efficiency to advance toward carbon reduction and sustainability goals.
4.4 完善大學治理，善用校務研究，強化利害關係人溝通機制Perfect university governance, fully utilize Institutional Research (IR), and strengthen stakeholder communication mechanisms.
4.5 增加各項自籌收入與加強財務內控機制，永續學校財務發展Increase self-raised revenues and tighten internal financial control mechanisms to sustain the university's financial development.

5.1 搭建智慧化校園鷹架，提升教學與服務效能Construct a smart campus scaffolding to enhance teaching and service efficiency.
5.2 建構智慧化學習環境，推動創新與變革Build intelligent learning environments to propel innovation and transformation.
5.3 建置智慧精準輔導系統，推動以人為本之精準輔導Deploy smart precision counseling systems to advance student-centered precision guidance.
5.4 推動全校性資通安全管理制度，提升整體資訊基礎服務量能Promote a university-wide information security management system to elevate overall IT infrastructure capacity.
